Introduction :
Under hospital redevelopment and expansion projects, defects are inevitable and often found after construction. Defects are aspects of the works that are not in accordance with the tender or design plans, while serious defects can delay the schedule of the whole project. Consequently, defects rectification is an essential to ensure that the hospital operational needs can be met. This abstract will shed lights on how to improve the efficiency of defects rectification.
Objectives :
1. To put forth suggestions to improve the existing workflow so as to enhance the efficiency of defects rectification. 2. To ensure the quality of works is up to standard and fulfill the operational needs of the hospital and enhance users’ satisfaction.
Methodology :
The following defects rectification workflow was applied. Step 1: To require hospital end-users to scrutinize and check for any defects found in their office premises, and Cluster Planning Team shall consolidate a defect list for the premises concerned. Step 2: Project consultants, Building Services Inspectors and clerk of Works shall discuss and judge whether the listed items are defects or in fact maintenance issues according to contract agreement and their professional judgment. For instance, work instructions are then given to the respective person-in-charge (PIC)of the contractor. Hospital Facility Management Department is involved to follow-up items which are not included in redevelopment contract agreement. Step 3: The PIC shall rectify the defects or maintenance issues on or before the deadline as mutually agreed by the contract administrator and the PIC. Testing and commissioning (T&C) reports for all of the systems and facilities should be provided by contractors to confirm that they are well-functioned. Step 4: Hospital users shall cross-check the outcome of defects rectification and inform the Cluster Planning Team if the outcome is satisfactory or not. If the outcome is undesirable, Cluster Planning Team shall revert the defects to the responsible PIC again for further rectification.
Result & Outcome :
Way Forward With the provision of clear defects rectification workflow, the responsibilities borne by each party is clarified. To further expedite the defects rectification process and ensure the quality of work, proper document control and regular management meetings for reviewing the defects list and the work progress shall be conducted to review the outcome of each defects rectification work so as to ensure that they are in accordance with the legitimate standards.
